How Port Malabar got so many lots
General Development Corporation platted tens of thousands of lots in Port Malabar, most of them about a quarter acre (Old Palm Bay, GDC history). The streets came first. Houses followed over the decades, one lot at a time, which is why an empty lot can sit between two finished homes or at the end of a block where nothing has been built at all.
Building hasn't stopped. Palm Bay issued 4,774 single-family permits between March 2024 and March 2026, though the monthly count slid from 283 in August 2024 to 140 in December 2025 (The Palm Bayer). Your lot may have new neighbors on both sides by the time you build.
What a build-ready quarter acre involves
Cleared means different things to different builders, so write the scope down. On a Port Malabar lot it usually covers:
- A boundary survey with the corners staked, so nobody clears a foot onto the neighbor's side
- The Palm Bay clearing permit approved before any machine shows up
- Trees out of the house pad, driveway and access lane, with keepers flagged
- Stumps and palmetto root mats pulled or ground where the slab and driveway go (see stump grinding)
- Brush and logs trucked away, or mulched if the builder agrees
- Rough grade, plus fill dirt if the lot sits low against the road
Why the brush can't be burned on a lot this size
Every land clearing pile burn in Florida needs a Florida Forest Service authorization. For residential clearing debris, the pile has to sit 300 feet from any occupied building other than the owner's, 100 feet from a paved public road and 50 feet from wildland or brush (Florida Forest Service, Know the Law).
A 0.23-acre lot is about 10,000 square feet. With a house next door and a paved street out front, no spot on it meets those distances. The brush gets ground into mulch or trucked off, so ask which one your price assumes.
Look for tortoise burrows before anything else
Gopher tortoises are a state-threatened species, and their burrows can't be disturbed without an FWC permit (FWC gopher tortoise rules). Walk the lot for burrows before booking anything; if one sits in the work area, relocation goes through an FWC Authorized Gopher Tortoise Agent.
Timing matters here. FWC's guidelines say that if clearing doesn't begin within 90 days of the most recent full burrow survey, the site has to be surveyed again (FWC permitting guidelines). Line up the city permit first so the survey clock isn't running during review.

Trees the city can ask for back
Skipping the permit costs more than a double fee. For every 6 inches of specimen trees taken out, a Palm Bay restoration plan can call for one native canopy tree that's 15 feet tall and at least 5 inches in diameter. Where a lot was scraped so clean that little evidence is left, the city may require 4 restoration trees per 0.25 acre or specimen-tree mitigation fees (Palm Bay Code, Chapter 175). On a quarter-acre lot, that's a row of new trees where the house was supposed to go.
Local rules worth knowing
Areas of 0.25 acre or less, and single- and two-family sites under 1 acre, are exempt from Palm Bay's grubbing permit. That exemption doesn't reach the separate clearing permit.

Questions people ask
Can I clear my lot now and build in a few years?
Talk to the city first. For a house lot under 1 acre being cleared for development, Palm Bay wants a building permit already under review (s. 175.014). If the goal is keeping the lot from becoming a code problem until then, that's a lighter job: see overgrown lot cleanup.
I live out of state. Do I need to be there?
No. The job can be set up by phone, text and email. If someone other than the owner signs the Palm Bay application, the city asks for an authorization letter (s. 175.014). Ask the crew you're matched with to send photos once the lot is finished.
Where do I find the unit and lot number?
On the deed: a Port Malabar legal description names the unit, block and lot, and the city's clearing application asks for the recorded deed anyway (s. 175.014). A parcel ID or cross streets are enough to start.
Can the debris be mulched and left on the lot?
Ask your builder first. Builders usually want wood and mulch out from under the slab and driveway, so mulch stays only where nothing will be built.
